Length: Measure from the highest point of the shoulder down to the bottom hem of the shirt.
Bust (Chest Width): Measure flat across the front of the chest from one armpit seam to the other (multiply by 2 for full circumference).
Sleeve: Measured from the center back of the neck, across the shoulder point, down to the wrist hem.

Chest: around the widest part, just behind the front legs. This is the most important one for pugs.
Neck: around the base of the neck, where the collar sits.
Back length: from the base of the neck to the base of the tail.
